Job Description:

Full-time hire: Director - Membership & Billing

Provides strategic direction for eligibility and enrollment of members and groups.

Responsible for the enrollment and maintenance of members' eligibility.

Responsible for the establishment, maintenance, billing and collection of insurance premiums for group and individual medical and ancillary policies inclusive of; life, dental and vision.

Responsible for premium delinquency policies and procedures, including all cancellations and reinstatements.

Responsible for accurate and efficient reconciliation of premium accounts including premiums received for Federal Facilitated Marketplace Members.

Responsible for maintaining and improving the processes, procedures and resources used to promote accurate and efficient enrollment and premium maintenance for our customers.

Responsible for maintaining adequate controls for critical processes that support a successful SOC 1 review

Meets and exceeds all required metrics for external review.

Manages membership and billing staff of approx. 100

Mentors and coaches team members in the department.

Nature and Scope:

This position reports to Vice President, Customer Operations.

This position has the following direct reports:

Manager, Group Installation
Manager, Group/Individual Accounts
Manager, Membership Automation
Process Analyst
Documentation Specialist
M&B Project Specialist

QUALIFICATIONS:

Bachelor's degree is required.

Master's degree, CLU, or FLMI certification is preferred.

A minimum of 7 years managing membership related duties inclusive of enrollment, billings and reconciliations.

A minimum of 3 years experience managing people and demonstrated leadership skills.

Experience in the Healthcare Insurance Industry is preferred.

Experience with financial controls required

Working knowledge of relative software, including the ability to use data processing resources to develop and improve processing systems.

Strong analytical, communication, and managerial skills are required.

ACCOUNTABILITIES:

  2. Directs the Membership and Billing Department to ensure prompt and accurate enrollment, billing, processing of new and existing business, budget development and compliance.
  3. Reviews and monitors the effectiveness of the processing system and departmental procedures to proactively manage and improve member enrollment and premium billing for individual, groups and multiple insurance products.
  4. Interfaces with key personnel, to develop or adjust procedures, in Underwriting, Marketing, Finance, Claims, Customer Service and Actuarial on rate increases, benefit changes, new products, operational transactions and special billing situations.
  5. Directs delinquency resolution activities of collection and reinstatement to ensure adherence to company policies and procedures.
  6. Formulates and administers departmental policies.
  7. Develops long-range goals and objectives to ensure accurate and efficient operations as well as compliance with corporate policies. Maintains adequate controls required to pass internal and external audits
  8. Maintains adequate controls required to pass SOC 1
  9. Measures and monitors work such that all required divisional, Association and external metrics (including SLAs) are meet or exceeded.
